Eligibility Checklist


Before you apply, confirm that your property and project meet these requirements:

  • You are the current property owner
  • Your project is located within the MinnPACE service area
  • Loan amount is within 30% of the property’s market value or appraisal
  • Property taxes and mortgage are current, with no liens or judgments
  • Bids are provided by a licensed contractor in good standing
  • All mortgage lenders will sign a Lender Acknowledgement Form
  • You have to have an energy audit proving the improvements will save energy or reduce greenhouse gas emissions

What Projects Are Eligible?

MinnPACE financing can be applied to a wide range of improvements including retrofits, gut rehabs, new construction, or retroactive projects:

Energy Efficiency

HVAC, lighting, insulation, windows

Renewable Energy

Solar, wind, geothermal

Water Conservation & Quality

Low-flow fixtures, irrigation, treatment systems

Resiliency Measures

Stormwater, flood protection, backup power

EV Charging Infrastructure

Electric vehicle charging stations

Not Sure if MinnPACE is the Right Fit?

Small Businesses and smaller scale projects may qualify under the Trillion BTU Loan Program, which offers additional options for financing energy efficiency and renewable upgrades.

Property Value: Determining Your Borrowing Limit

To qualify, your loan amount must be no more than 30% of your property’s value and never more than the actual cost of improvements.
MinnPACE determines property value using:

  • The county’s assessed value (tax statement), or
  • A professional appraisal, whichever is higher.

For new construction or gut rehabs, an “as-designed” appraisal is required. Appraisal costs may be rolled into your PACE financing.

Energy Study Requirement

Every project must show measurable savings in energy, water, or greenhouse gas emissions. To qualify, you’ll need one of the following completed by a qualified professional:

  • Energy Audit
  • Renewable Energy Feasibility Study
  • Resiliency Improvement Study
  • Water Improvement Study

These studies must estimate savings in energy units, dollars, or greenhouse gas reductions over the useful life of the improvements.
